The second amendment is "the right to bear arms". The right to bear arms allows people to carry a weapon, like a gun, if they have a licence to bear arms. The licence is a privilege for those who are able to get it, but many people may take advantage of it. Many people try to get this licence so that they are legally allowed to bear a weapon.
